- pay less than the minimum wage
- lower the reputation of the Ministry
- are in:
- speculative services, for example investment stock trading
- commission-based sales without a retainer
- are inappropriate to the local community, for example:
- massage parlours
- strip clubs
- brothels
- adult shops
- non-licensed gambling
- high interest money lending, for example private loan companies
- multi-level marketing enterprises, for example pyramid selling enterprises.
